Disaster Management as National Security: Rebuilding and Resiliency Amid Recurring Floods in Nepal

KATHMANDU — Nepal’s intricate topography, compounded by climate change, has transformed seasonal flooding into a multidimensional threat to national security, the economy, and social stability. Strategic border hubs like Rasuwa—home to the vital Kerung–Rasuwagadhi trade route with China—exemplify how localized natural disasters inflict far-reaching national consequences, disrupting supply chains, damaging hydropower generation, and impairing revenue.

Similar vulnerabilities across the country—from the devastations in Melamchi and glacial breach risks in Manang and Mustang to seasonal inundations in the Terai—highlight systemic gaps in the nation’s disaster response architecture.

Post-disaster rebuilding must not be viewed merely as technical reconstruction of damaged roads and bridges, but as a broader national resurgence. A comprehensive strategy requires a synchronized five-stage approach:

1. Emergency Response: Prioritizing immediate search, rescue, relief distribution, and temporary shelter.

2. Climate-Resilient Infrastructure: Constructing reinforced embankments, disaster-resilient bridges, and landslide-resistant roadways.

4. Economic Revitalization: Restoring agricultural livelihoods, energy infrastructure, and tourism while fostering investment incentives.
